基于LADM的農(nóng)地承包經(jīng)營權(quán)管理模型構(gòu)建及應(yīng)用研究

【摘要】:農(nóng)地確權(quán)登記工作旨在查清農(nóng)村承包地塊的占地面積和空間位置,建立完善的土地承包經(jīng)營權(quán)登記簿,解決承包地塊空間位置不明、四至不清、登記面積不準、登記簿不健全等問題,實現(xiàn)農(nóng)地的“還權(quán)賦能”。各地根據(jù)信息化管理的需求,陸續(xù)建立、開發(fā)和完善了農(nóng)地承包經(jīng)營權(quán)管理信息系統(tǒng),并在一定程度上提高了農(nóng)地確權(quán)登記工作的進度。但當前系統(tǒng)在建設(shè)過程中農(nóng)經(jīng)權(quán)數(shù)據(jù)和業(yè)務(wù)設(shè)計缺少統(tǒng)一的管理模型,使得設(shè)計的數(shù)據(jù)模型和業(yè)務(wù)模型出現(xiàn)脫節(jié)。進而導致系統(tǒng)建設(shè)過程中容易產(chǎn)生信息和業(yè)務(wù)孤島的問題。本文從農(nóng)經(jīng)權(quán)數(shù)據(jù)的組織存儲優(yōu)化入手,實現(xiàn)對數(shù)據(jù)管理和業(yè)務(wù)流程的組織優(yōu)化,構(gòu)建基于農(nóng)經(jīng)權(quán)的統(tǒng)一管理模型。本論文的主要研究內(nèi)容主要包括以下三個方面:(1)從土地管理域模型(Land Administration Domain Model,LADM)基本理論出發(fā),詳細分析了LAMD包及其基本類之間的組合關(guān)系。從人-地關(guān)系的角度對農(nóng)經(jīng)權(quán)中數(shù)據(jù)組織結(jié)構(gòu)和業(yè)務(wù)流程進行優(yōu)化設(shè)計,構(gòu)建基于LADM的農(nóng)地承包經(jīng)營權(quán)管理模型。(2)基于構(gòu)建的農(nóng)經(jīng)權(quán)管理模型,數(shù)據(jù)的整合出發(fā),實現(xiàn)了對農(nóng)地調(diào)查數(shù)據(jù)的整合,并針對整合后的數(shù)據(jù)成果中農(nóng)地四至信息存在的不準確性,設(shè)計實現(xiàn)了農(nóng)地四至信息自動計算算法。(3)結(jié)合“一張圖”應(yīng)用模式對數(shù)據(jù)整合結(jié)果進行組織劃分,同時通過農(nóng)經(jīng)權(quán)管理模型中各實體模型及其關(guān)聯(lián)關(guān)系,理清農(nóng)經(jīng)權(quán)管理中涉及到的各項業(yè)務(wù)流程。基于面向服務(wù)的思想,從數(shù)據(jù)的集成共享和業(yè)務(wù)驅(qū)動的角度出發(fā),構(gòu)建對應(yīng)數(shù)據(jù)服務(wù)和功能服務(wù)。采用SOA多層分布式體系架構(gòu),按照數(shù)據(jù)層、服務(wù)層和應(yīng)用層在內(nèi)的三個層面來構(gòu)建農(nóng)地承包經(jīng)營權(quán)屬“一張圖”服務(wù)模式。并從業(yè)務(wù)管理需求角度將功能服務(wù)劃分為地理處理服務(wù)和綜合業(yè)務(wù)服務(wù),對其進行了詳細設(shè)計。最后,以實際的農(nóng)經(jīng)權(quán)確權(quán)登記項目為支撐,開發(fā)實現(xiàn)農(nóng)村土地承包經(jīng)營權(quán)智能化管理與分析平臺,對構(gòu)建的農(nóng)經(jīng)權(quán)管理模型進行驗證分析。
[Abstract]:The purpose of the registration work of confirming the right to farmland is to find out the land area and space position of the rural contracted land block, to establish a perfect register of the land contract management right, to solve the problem that the space position of the contracted land block is unclear, four to no clear, and the registration area is not allowed. The registration book is not perfect and so on, so as to realize the "empowerment of farmland". According to the needs of information management, various localities have successively established, developed and improved the management information system for the right to contract management of agricultural land. To some extent, it improves the progress of farmland registration. However, there is a lack of unified management model in the process of agricultural and economic rights data and business design in the current system. The design data model and business model are disjointed, which leads to the problems of information and business island in the process of system construction. This paper starts with the optimization of the organization and storage of the agricultural and economic rights data. To realize the organization optimization of data management and business process, to construct a unified management model based on agri-economic rights. The main contents of this thesis include the following three aspects: 1) based on the basic theory of Land Administration Domain Model (LADM), the main contents of this paper are as follows:. The combination relationship between LAMD package and its basic classes is analyzed in detail. The data organization structure and business process are optimized from the point of view of man-land relationship. Based on the model of agricultural economic rights management, the integration of agricultural land survey data is realized, which is based on the construction of agricultural land contract management right management model based on LADM. Aiming at the inaccuracy of the four to four information in the integrated data, this paper designs and implements the automatic calculation algorithm of agricultural land four to information, and combines the "one map" application pattern to organize and divide the data integration results. At the same time, through each entity model and its relation relation in the management model of agri-economic rights, the various business processes involved in the management of agri-economic rights are clarified. Based on the service-oriented thought, from the angle of data integration and sharing and business-driven, Build corresponding data services and functional services. Adopt SOA multi-tier distributed architecture, according to the data layer, The service layer and the application layer are three levels to construct the farmland contract management right, which belongs to the "one chart" service mode. The functional services are divided into geographic processing services and integrated business services from the perspective of business management requirements. Finally, the intelligent management and analysis platform of rural land contractual management right is developed, and the agricultural economic right management model is verified and analyzed.
