【摘要】：2011年3·11東日本大地震發(fā)生之后,美國(guó)將其應(yīng)急管理體系進(jìn)行了重新調(diào)整,正式提出了應(yīng)急管理的全社區(qū)模式。本文系統(tǒng)地梳理了美國(guó)應(yīng)急管理全社區(qū)模式開展的重要意義和建設(shè)背景,并以美國(guó)聯(lián)邦緊急事物管理局資助的7個(gè)社區(qū)項(xiàng)目實(shí)踐為例,回答了7個(gè)社區(qū)項(xiàng)目在實(shí)施過程中是如何踐行全社區(qū)模式的原則和戰(zhàn)略。據(jù)此提出在強(qiáng)調(diào)治理的理念、合理的協(xié)作機(jī)制、組織化形式增強(qiáng)居民參與積極性三個(gè)方面對(duì)我國(guó)應(yīng)急管理的啟示。
[Abstract]:After the earthquake of East Japan on March 11, 2011, the United States readjusted its emergency management system and formally put forward the whole community model of emergency management. In this paper, the significance and construction background of the whole community model of emergency management in the United States are systematically reviewed, and the practice of seven community projects funded by the Federal Emergency Administration is taken as an example. Answered seven community projects in the implementation of the implementation of the principles and strategies of the whole community model. On the basis of this, the author puts forward the enlightenment to the emergency management of our country from three aspects: the idea of emphasizing governance, the reasonable cooperation mechanism, and the organizational form of strengthening the residents' enthusiasm for participating in emergency management.
