【摘要】：2011年以來,美國突發(fā)事件應(yīng)急準(zhǔn)備理念發(fā)生了重大變化,這使得許多相關(guān)技術(shù)、方法等均開始修訂和完善。因此,研究美國突發(fā)事件應(yīng)急準(zhǔn)備理念的最新進(jìn)展對于推進(jìn)我國應(yīng)急準(zhǔn)備工作具有重要的理論價值和現(xiàn)實(shí)意義�；�于美國政府最新出臺的與應(yīng)急準(zhǔn)備相關(guān)的法律、法規(guī)、指南、標(biāo)準(zhǔn)等,深入剖析美國突發(fā)事件應(yīng)急準(zhǔn)備理念的3個核心元素(概念內(nèi)涵、愿景目標(biāo)和能力體系)發(fā)展動態(tài),提出對我國加快推進(jìn)國家應(yīng)急準(zhǔn)備工作的建議:①高度重視國家應(yīng)急準(zhǔn)備工作,研究、整合并構(gòu)建國家級綜合應(yīng)急管理系統(tǒng);②修訂應(yīng)急管理基本法和總體預(yù)案,加快配套法律法規(guī)等文件的出臺;③準(zhǔn)確定位"應(yīng)急預(yù)案",推動應(yīng)急規(guī)劃的"規(guī)范化"、"動態(tài)化"與"全民化";④加快應(yīng)急管理學(xué)科發(fā)展,助力應(yīng)急管理專業(yè)人才培養(yǎng)。
[Abstract]:Since 2011, the concept of emergency preparedness in the United States has undergone a major change, which makes many related technologies, methods and so on to begin to revise and improve. Therefore, it is of great theoretical value and practical significance to study the latest development of the concept of emergency preparedness in the United States for the promotion of emergency preparedness in China. Based on the latest laws, regulations, guidelines and standards of emergency preparedness issued by the US government, the development trends of three core elements (concept connotation, vision goal and capability system) of the concept of emergency preparedness in the United States are analyzed in depth. This paper puts forward some suggestions for speeding up the national emergency preparedness work in China: 1 attaches great importance to the national emergency preparedness work, studies, integrates and builds a national comprehensive emergency management system to revise the basic law of emergency management and the overall contingency plan. Speeding up the issuance of supporting laws and regulations and other documents to accurately locate the "emergency plan", to promote the "standardization" of emergency planning, "dynamic" and "national" to speed up the development of emergency management disciplines, to help train professionals in emergency management.
