【摘要】：根據(jù)美國國內(nèi)貿(mào)易政治的菱形博弈分析框架,美國貿(mào)易政策是總統(tǒng)、議會(huì)、利益集團(tuán)和公眾四方互動(dòng)的結(jié)果�？偨Y(jié)特朗普政府的貿(mào)易政策理念并分析其所面臨的來自公眾、議會(huì)和利益集團(tuán)的約束,可以發(fā)現(xiàn)主張保護(hù)貿(mào)易的全球化受害者們是特朗普的民意基本盤,因此特朗普政府絕不會(huì)輕易放棄重要的貿(mào)易保護(hù)主張;而共和黨人同時(shí)控制參眾兩院的現(xiàn)狀以及支持貿(mào)易自由化的利益集團(tuán)不斷壯大的趨勢(shì),決定了特朗普政府不至于陷入貿(mào)易保護(hù)主義的泥潭。展望未來,特朗普政府的對(duì)華貿(mào)易政策將以結(jié)果為導(dǎo)向,凡是能促進(jìn)"公平貿(mào)易"從而改善工人就業(yè)的手段都可能被采用。特朗普政府將中國列為其貿(mào)易保護(hù)主義的頭號(hào)目標(biāo),正在并將繼續(xù)以打擊中國的"不公平貿(mào)易"為名,依據(jù)國內(nèi)貿(mào)易法規(guī)或者采用"議題聯(lián)動(dòng)"的方式,試圖在一定期限內(nèi)實(shí)現(xiàn)具體目標(biāo)。中國應(yīng)在洞悉美國國內(nèi)貿(mào)易政治的基礎(chǔ)上,堅(jiān)決維護(hù)自身正當(dāng)權(quán)益,積極維護(hù)全球自由貿(mào)易。
[Abstract]:According to the rhombus game analysis framework of American domestic trade politics, American trade policy is the result of the interaction of the president, Congress, interest groups and the public. Summing up the Trump administration's trade policy philosophy and analyzing the constraints it faces from the public, parliament and interest groups, we can see that the victims of globalization who advocate trade protection are Trump's public opinion base. So the Trump administration will never easily give up important trade protections, while Republicans control both the current state of Congress and the growing trend of pro-trade liberalisation interests. Determined that the Trump administration would not be mired in protectionism. Looking ahead, the Trump administration's trade policy with China will be results-oriented, and any means of promoting "fair trade" to improve workers' employment could be used. The Trump administration has listed China as its top target for protectionism, and is and will continue to crack down on "unfair trade" in China, either under domestic trade laws or by adopting a "topic linkage" approach. Try to achieve specific goals within a certain period of time. China should firmly safeguard its legitimate rights and interests and actively safeguard global free trade on the basis of insight into the domestic trade politics of the United States.
