【摘要】：近幾十年來,我國農(nóng)村土地的開發(fā)和利用行為在不斷加大強(qiáng)度,這使得農(nóng)村土壤面臨著各種各樣嚴(yán)重的威脅,其污染程度也在加劇。所以保護(hù)農(nóng)村土壤的質(zhì)量、防治農(nóng)村土壤的污染,確保農(nóng)村土壤資源的安全,已經(jīng)成為目前我國環(huán)境保護(hù)的當(dāng)務(wù)之急。我國于2014年對(duì)《中華人民共和國環(huán)境保護(hù)法》進(jìn)行了修訂,但是其中關(guān)于土壤污染防治方面的內(nèi)容還非常少,對(duì)于我國農(nóng)村土壤污染的預(yù)防和防治力度還是比較薄弱。通過分析農(nóng)村土壤污染的特征,針對(duì)農(nóng)村土壤污染的形成原因以及其危害性來考察我國農(nóng)村土壤污染的現(xiàn)狀。通過對(duì)我國關(guān)于農(nóng)村土壤污染防治的法律法規(guī)的分析,來了解我國目前的土壤污染防治的法律現(xiàn)狀。同時(shí),通過借鑒國外農(nóng)村土壤污染防治方面法律法規(guī)的規(guī)定,從中得到對(duì)我國土壤污染防治之路的相關(guān)啟示,并在此基礎(chǔ)上設(shè)想我國農(nóng)村土壤污染的防治法律制度。
[Abstract]:In recent decades, the development and utilization of rural land in our country has been increasing in intensity, which makes the rural soil face various serious threats, and its pollution level is also increasing. Therefore, the quality of rural soil is protected. The prevention and control of soil pollution in rural areas and the safety of soil resources in rural areas have become the urgent task of environmental protection in China. In 2014, China amended the Environmental Protection Law of the people's Republic of China. However, the content of soil pollution prevention and control is still very little, and the prevention and control of rural soil pollution is still relatively weak. By analyzing the characteristics of rural soil pollution, In view of the causes of the formation of rural soil pollution and its harmfulness, the present situation of rural soil pollution in China is investigated. Through the analysis of the laws and regulations on the prevention and control of rural soil pollution in China, To understand the current situation of soil pollution prevention and control in China. At the same time, through drawing lessons from foreign laws and regulations on soil pollution prevention and control in rural areas, we can get the relevant enlightenment to the road of soil pollution prevention and control in our country. On the basis of this, the legal system of prevention and control of soil pollution in rural areas is envisaged.
