【摘要】：冷戰(zhàn)后歷屆韓國政府都有自己的對朝政策,這些對朝政策均或多或少地改變了其時的韓朝關(guān)系,而韓國的對朝政策一方面受到當(dāng)時兩國關(guān)系的影響,同時也影響著兩國關(guān)系的發(fā)展方向。第一章為緒論,說明本文的研究目的與意義。用國際政治學(xué)基本原理分析樸槿惠政府的對朝政策,總結(jié)其成敗得失。通過分析韓國對朝鮮的政策變化,洞察韓國國家戰(zhàn)略的變化,從而洞悉國際關(guān)系的復(fù)雜性和不穩(wěn)定性,并從另一個角度為我們解決現(xiàn)階段朝鮮半島問題提供些許經(jīng)驗。第二章主要闡述冷戰(zhàn)后歷屆韓國政府的對朝政策及其對樸槿惠政府的啟示。主要介紹了從金泳三政府到李明博政府的對朝政策,分別從朝核問題、對朝態(tài)度和統(tǒng)一方式、看待韓朝關(guān)系等方面具體分析了歷屆韓國政府之所以會出現(xiàn)"包容"與"強硬"兩個極端的對朝政策的原因及其成敗得失以及給樸槿惠政府的啟示。第三章主要闡述樸槿惠政府"朝鮮半島信任進程"的出臺背景、主要內(nèi)容和主體框架以及實施成效。雖然樸槿惠政府在對朝政策的推行過程中既堅持了原則、回應(yīng)了朝鮮的核威脅,又試圖通過對話建立南北互信,還把周邊大國拉入其對朝政策中,取得了一些成果,但還是沒能達到預(yù)定目標(biāo)。第四章主要介紹了樸槿惠政府對朝政策調(diào)整和"薩德"入韓對東北亞區(qū)域和平所帶來的負面影響。朝鮮方面不理會"德累斯頓"講話、不顧國際社會反對接二連三地進行核試驗的舉動把樸槿惠政府徹底推向了其前任的老路。在經(jīng)濟上,樸槿惠政府決定關(guān)閉開城工業(yè)園區(qū),采取各種措施切斷朝鮮的資金鏈;在軍事上,進一步投靠美國,不斷擴大美韓聯(lián)合軍演的規(guī)模,增強軍演的針對性和實戰(zhàn)性,并宣布部署"薩德"系統(tǒng),打破了東北亞區(qū)域的戰(zhàn)略平衡,損害了中、俄、朝三國的核心利益,誘發(fā)東北亞區(qū)域各國新一輪的軍備競賽。第五章主要闡述了樸槿惠政府對朝政策的特點及評價。提出樸槿惠政府對朝政策的主要特點是努力在"包容"和"強硬"之間尋找平衡點、不急于立竿見影,以聚沙成塔的思維方式構(gòu)建韓朝之間的相互信任、對朝政策更為靈活,并從積極與消極兩方面對樸槿惠政府的對朝政策進行評價。本文第六部分為結(jié)論,總結(jié)全文并再次闡明對樸槿惠政府對朝政策的認識和作者的觀點,并對新一屆韓國政府對朝政策進行了展望。指出半島關(guān)系乃至東北亞區(qū)域關(guān)系的關(guān)鍵點是朝核問題,如若兩國不能在此問題上同時做出更大讓步,兩國依然難以實現(xiàn)真正的和解。
[Abstract]:After the Cold War, successive Korean governments have their own policies towards the DPRK, which have more or less changed the relations between the ROK and the DPRK at that time. On the one hand, the ROK's policy towards the DPRK is influenced by the relations between the two countries at that time. At the same time, it also affects the direction of development of the relations between the two countries. The first chapter is an introduction to explain the purpose and significance of this paper. The basic principles of international political science are used to analyze the policy of Park Geun-hye 's administration towards North Korea. By analyzing the changes in South Korea's policy towards North Korea and insight into the changes in South Korea's national strategy, thus understanding the complexity and instability of international relations, And from another angle to provide us with some experience in solving the current Korean Peninsula issue. Chapter two mainly expounds the Korean government's policy towards North Korea and its enlightenment to Park Geun-hye 's government after the Cold War. It mainly introduces Kim Young-san. The government's policy toward North Korea to Lee Myung-bak 's government, From the North Korean nuclear issue, the attitude towards the DPRK and the way of reunification, The paper analyzes the reasons why the two extremes of "tolerance" and "hardline" appeared in the Korean government, its success or failure, and the enlightenment to the government of Park Geun-hye. Chapter three mainly analyzes the reasons for the emergence of "tolerance" and "hardline" policy toward the DPRK, as well as the implications for Park Geun-hye 's administration. Explaining the background of the "trust process on the Korean peninsula" by Park Geun-hye 's government, Although Park Geun-hye 's government has adhered to the principles and responded to North Korea's nuclear threat in the course of carrying out its policy towards North Korea, it has also tried to build mutual trust between the North and the South through dialogue. It has also drawn the neighboring powers into its policy towards the DPRK, and has achieved some results. However, it still failed to reach its intended target. Chapter 4th mainly introduces the negative impact of the adjustment of Park Geun-hye 's policy towards North Korea and the entry of "THAAD" into South Korea on regional peace in Northeast Asia. North Korea ignored the "Dresden" speech. In spite of international opposition to a spate of nuclear tests, the administration of Park Geun-hye, which has decided to close the Kaesong industrial park and take measures to cut off the North's financial chain, has pushed her administration to the same old path as its predecessor. Militarily, by further relying on the United States, expanding the scale of US-ROK joint military exercises, enhancing the pertinence and effectiveness of military exercises, and announcing the deployment of the "THAAD" system, it has upset the strategic balance in Northeast Asia and damaged China and Russia. The core interests of the three Koreas, Chapter 5th mainly expounds the characteristics and evaluation of Park Geun-hye 's policy towards North Korea. It points out that the main characteristic of Park Geun-hye 's policy towards North Korea is to strive to be "tolerant" and "tough". "to find a balance between, Not in a hurry to achieve immediate results, to build mutual trust between the ROK and North Korea in the way of thinking, to be more flexible to the DPRK policy, and to evaluate the policy of Park Geun-hye 's government towards the DPRK from both positive and negative aspects. Part 6th of this paper is the conclusion. Summarizing the full text and expounding once again the understanding of Park Geun-hye 's administration on the DPRK policy and the author's views, and the prospect of the new South Korean government's policy towards the DPRK. It is pointed out that the key point of the Peninsula relations and even the regional relations in Northeast Asia is the North Korean nuclear issue. If the two countries fail to make further concessions on the issue at the same time, real reconciliation between the two countries will remain elusive.
