【摘要】：以1969年美國的"ARPANET"(阿帕網(wǎng))為開端興起的互聯(lián)網(wǎng),使得全球數(shù)億乃至數(shù)十億人融入其中,互聯(lián)網(wǎng)用不同的操作方式和思維方式影響著每一個(gè)使用它的人。中國是互聯(lián)網(wǎng)的大用戶之一,據(jù)中國互聯(lián)網(wǎng)絡(luò)信息中心(CNNIC)統(tǒng)計(jì),截至2016年12月,中國網(wǎng)民規(guī)模達(dá)7.31億,相當(dāng)于歐洲人口總量,互聯(lián)網(wǎng)普及率達(dá)到53.2%。①互聯(lián)網(wǎng)的崛起給人們提供了一個(gè)全新的社會----網(wǎng)絡(luò)社會。網(wǎng)絡(luò)社會的發(fā)展使不僅使人們溝通和聯(lián)系更加頻繁、便利,也使人與人之間的時(shí)空距離越來越近�；ヂ�(lián)網(wǎng)生活融入到人們的日常生活中,網(wǎng)絡(luò)社會已經(jīng)變成人們不可或缺的生存空間與活動空間�；ヂ�(lián)網(wǎng)技術(shù)和理念的更新?lián)Q代加速了人們生活方式和思維方式的改變,互聯(lián)網(wǎng)思維儼然成為了推進(jìn)社會發(fā)展的有效武器。同樣,互聯(lián)網(wǎng)環(huán)境下,與人們生活息息相關(guān)的新聞媒體事業(yè)也在發(fā)生著巨大改變,這種改變不僅存在于新聞事業(yè)工作方式方面,也存在于新聞的展現(xiàn)形式方面,還存在于新聞事業(yè)與受眾的關(guān)系方面。網(wǎng)絡(luò)媒體在傳播信息方面呈現(xiàn)出沒有權(quán)威和沒有中心,越來越多的"草根"發(fā)出自己的聲音,任何人都可以對任何事件發(fā)表自己的看法,不必接收和服從權(quán)威中心所傳播的內(nèi)容。網(wǎng)絡(luò)媒體的興起打破了傳統(tǒng)新聞媒體對新聞生產(chǎn)和發(fā)布的一家獨(dú)大的局面,信息傳者和受者的角色變得模糊,在某些新聞?lì)愋椭?普通公眾甚至已經(jīng)取代了新聞記者的角色,變?yōu)閺V義上的"新聞從業(yè)者",有些自媒體文章的粉絲數(shù)量、點(diǎn)擊數(shù)量、轉(zhuǎn)發(fā)數(shù)量甚至比某些主流媒體還高。整個(gè)新聞事業(yè)在互聯(lián)網(wǎng)的影響下發(fā)生著巨大的變化,互聯(lián)網(wǎng)為新聞媒體和公眾提供了廣闊的發(fā)展平臺,新聞媒體借助互聯(lián)網(wǎng)快速、便捷的優(yōu)勢傳播信息,公眾借助各類網(wǎng)絡(luò)媒體平臺積極自由發(fā)聲�；ヂ�(lián)網(wǎng)以其"高交互性"、"廣泛參與性"的特點(diǎn)改變著新聞媒體的生態(tài)環(huán)境。任何事物都具有兩面性,隨著網(wǎng)絡(luò)社會的擴(kuò)張,我們在享有巨大的有價(jià)值資源的同時(shí),互聯(lián)網(wǎng)技術(shù)特點(diǎn)以及新聞媒體的差異造成了了許多令人不安的網(wǎng)絡(luò)新聞倫理問題,這些問題有些是傳統(tǒng)新聞倫理新的表現(xiàn)形式,有些是網(wǎng)絡(luò)媒體中特有的內(nèi)容。我國的各類社會矛盾在網(wǎng)絡(luò)社會中暴露無遺,新聞媒體的話語權(quán)和權(quán)威性不斷受到挑戰(zhàn)。隨著網(wǎng)絡(luò)媒體的發(fā)展,各類新聞媒體機(jī)構(gòu)以及新聞從業(yè)人員有意無意間暴露出的新聞倫理問題,經(jīng)過互聯(lián)網(wǎng)的放大,已經(jīng)引起民眾的強(qiáng)烈不滿和抨擊,研究網(wǎng)絡(luò)新聞倫理問題便顯得極為緊迫和必要。通過研究觀察筆者發(fā)現(xiàn),許多學(xué)者研究新聞倫理問題時(shí)僅停留在傳統(tǒng)媒體的新聞倫理失范,少有將網(wǎng)絡(luò)新聞倫理單獨(dú)探討,即使有學(xué)者提出了比較有建設(shè)性的看法也局限于一些網(wǎng)絡(luò)短文沒有形成系統(tǒng)。
