【摘要】：中國共產(chǎn)黨的第十六次代表大會提出了全面建設(shè)小康社會的宏偉目標(biāo),實(shí)現(xiàn)這個(gè)目標(biāo)的重點(diǎn)和難點(diǎn)在農(nóng)村。黨的十六屆五中全會通過的《中共中央關(guān)于制定國民經(jīng)濟(jì)和社會發(fā)展第十一個(gè)五年規(guī)劃的建議》,明確提出了建設(shè)社會主義新農(nóng)村的重大歷史任務(wù)。社會主義新農(nóng)村建設(shè)的科學(xué)內(nèi)涵表現(xiàn)在五個(gè)方面:“生產(chǎn)發(fā)展、生活寬裕,鄉(xiāng)風(fēng)文明,村容整潔,管理民主”。社會主義新農(nóng)村文化建設(shè)作為社會主義新農(nóng)村建設(shè)的重要組成部分,為社會主義新農(nóng)村建設(shè)提供巨大的精神動(dòng)力和智力支持。為了進(jìn)一步加強(qiáng)社會主義新農(nóng)村建設(shè),本文作者以家鄉(xiāng)范鎮(zhèn)為研究對象,深入農(nóng)村,就與農(nóng)民生產(chǎn)、生活息息相關(guān)的新農(nóng)村文化建設(shè)做了深入調(diào)研。調(diào)查表明,范鎮(zhèn)社會主義新農(nóng)村文化建設(shè)取得了一系列成績,如農(nóng)民文化素質(zhì)有了提高、文化生活日益豐富、文化消費(fèi)水平普遍有所提高、公共文化基礎(chǔ)設(shè)施逐漸完善、傳統(tǒng)文化保護(hù)意識明顯加強(qiáng)、農(nóng)村生態(tài)環(huán)境得到改善;但是,范鎮(zhèn)新農(nóng)村文化建設(shè)也存在一些問題,如人才隊(duì)伍建設(shè)問題突出、文化品牌建設(shè)與文化產(chǎn)業(yè)建設(shè)薄弱、公共文化基礎(chǔ)設(shè)施利用率低、落后文化依然存在、文化建設(shè)受季節(jié)影響大等,制約著新農(nóng)村建設(shè)的發(fā)展。分析范鎮(zhèn)社會主義新農(nóng)村文化建設(shè)存在這些問題的主要原因是政府職能的偏差、農(nóng)村文化保障體系不健全、農(nóng)村文化隊(duì)伍建設(shè)滯后、農(nóng)民整體文化水平有待進(jìn)一步提高。因此,加強(qiáng)社會主義新農(nóng)村文化建設(shè)的管理體系和保障體系建設(shè);加強(qiáng)農(nóng)村文化隊(duì)伍建設(shè)和農(nóng)民自辦文化建設(shè);加強(qiáng)對農(nóng)村優(yōu)秀傳統(tǒng)文化的保護(hù);加強(qiáng)文化產(chǎn)業(yè)建設(shè)。為了建成全面小康社會,社會主義新農(nóng)村文化建設(shè)是我們在中國特色社會主義建設(shè)歷程中擔(dān)負(fù)的熊虎之任。今天,社會主義新農(nóng)村建設(shè)進(jìn)入了新的歷史階段,以山東省范鎮(zhèn)為例研究社會主義新農(nóng)村文化建設(shè)取得的成就和存在的問題,并提出相應(yīng)的對策,對山東省以及我國其他地區(qū)社會主義新農(nóng)村文化建設(shè)有一定的參考價(jià)值。
[Abstract]:The 16th Congress of the Communist Party of China put forward the grand goal of building a well-off society in an all-round way. The focus and difficulty in achieving this goal lies in the countryside. The proposal of the CPC Central Committee on drawing up the Eleventh Five-Year Plan for National Economic and Social Development, adopted by the Fifth Plenary session of the 16th CPC Central Committee, clearly puts forward a new socialist construction. The scientific connotation of the construction of a new socialist countryside is manifested in five aspects: "production development," "the construction of a new socialist countryside is an important part of the construction of a new socialist countryside," he said. In order to further strengthen the construction of new socialist countryside, the author takes Fan Zhen as the research object, goes deep into the countryside, and produces with the peasants. The investigation shows that Fan Zhen has made a series of achievements in the construction of new socialist countryside culture, such as the improvement of farmers' cultural quality and the increasing enrichment of cultural life. The level of cultural consumption has generally improved, the public cultural infrastructure has been gradually improved, the consciousness of protecting traditional culture has been obviously strengthened, and the rural ecological environment has been improved. However, there are also some problems in the cultural construction of the new countryside in Fan Zhen. For example, the construction of talent ranks is prominent, the construction of cultural brands and cultural industries is weak, the utilization rate of public cultural infrastructure is low, the backward culture still exists, and the cultural construction is greatly affected by the seasons, etc. The main causes of these problems are the deviation of government function, the imperfect rural cultural security system, the lagged construction of rural cultural team, the analysis of the existing problems in the cultural construction of the new socialist countryside in Fanzhen, the lack of a sound rural cultural security system, and the lagging behind in the construction of the rural cultural contingent. Therefore, it is necessary to strengthen the construction of management system and guarantee system of cultural construction in new socialist countryside, strengthen the construction of rural cultural team and the construction of farmers' own culture. In order to build a well-off society in an all-round way, the cultural construction of the new socialist countryside is our responsibility in the course of building socialism with Chinese characteristics. The construction of the new socialist countryside has entered a new historical stage. Taking Fan Zhen in Shandong Province as an example, the achievements and problems in the cultural construction of the new socialist countryside are studied, and the corresponding countermeasures are put forward. It has certain reference value for the cultural construction of new socialist countryside in Shandong Province and other regions of China.
