【摘要】：文物登錄制度是世界各國為文化遺產(chǎn)保護而廣泛采用的一種基礎(chǔ)性文物工作制度。2009年我國《文物認定管理暫行辦法》中第一次提出我國實行文物登錄制度。而直到2012年我國第一次全國可移動文物普查工作展開,將建立文物登錄體系與管理機制作為普查工作三大目標之一,我國文物登錄制度才正式迎來了健全落實的黃金時期,特別是對可移動文物登錄制度的建設(shè)起到了巨大的推動作用。針對文物登錄制度研究相對薄弱的現(xiàn)狀,通過對國內(nèi)外文物登錄實踐的觀察,試闡明文物登錄制度的概念定義及其性質(zhì)。結(jié)合我國文物管理工作發(fā)展的實際情況,對文物登錄制度自建國以來在我國文物工作過程中萌芽發(fā)展的歷史過程進行了追溯分析。同時通過介紹世界各國文物登錄制度的不同實踐組織方式,表明作為基礎(chǔ)性的文物管理制度之外,文物登錄制度是根據(jù)各國自身文物資源特點以及文物保護的現(xiàn)實需求建設(shè)的。論文分析了我國第一次全國可移動文物普查工作實施過程中,在組織管理形式建設(shè)、標準化規(guī)范構(gòu)建、工作流程設(shè)置及信息化管理平臺與數(shù)據(jù)庫建設(shè)等方面為未來可移動文物登錄制度的健全和落實打下的基礎(chǔ)。通過分析可移動文物登錄制度目前在我國建設(shè)的現(xiàn)狀——即處于由可移動文物普查實踐而形成的工作經(jīng)驗積累到制度總結(jié)形成的過渡階段——從制度體系組織、相關(guān)法律法規(guī)制定、規(guī)范的工作程序設(shè)置和相應(yīng)的財政預(yù)算等方面,論述可移動文物登錄制度作為一項建設(shè)中的文物管理制度,該如何構(gòu)建制度運行的框架,在未來日常運作中形成健全的工作機制。通過對可移動文物登錄制度提升文物管理水平、加強文物保護能力與促進文物合理利用三個方面主要作用的研究,闡明文物登錄制度健全落實對我國文化遺產(chǎn)事業(yè)健康科學(xué)發(fā)展的重要性�？梢苿游奈锏卿浿贫鹊穆鋵�,將首次建立起國家層面長期性機制化的文物管理制度,促使我國文物管理由粗放式向精細化轉(zhuǎn)變。當前,我國文物登錄制度的建設(shè)還處于亟待健全完善的過渡階段。落實文物登錄制度要進一步設(shè)置相關(guān)法律規(guī)章,建立協(xié)調(diào)統(tǒng)一的制度組織體系和完善的工作標準規(guī)范,以充分發(fā)揮文物登錄制度對于文化遺產(chǎn)保護、管理與利用的多重意義。
[Abstract]:The system of cultural relic login is widely used in the world for the protection of cultural heritage. In 2009, China put forward the system of cultural relic registration for the first time in the "interim measures for the Administration of Cultural relics". And it was not until the first national movable cultural relic census in 2012 that the establishment of the cultural relic login system and the management mechanism were regarded as one of the three major objectives of the census work. Only then did China's cultural relic login system formally usher in a golden period of sound implementation. In particular, the construction of movable cultural relics login system has played a huge role in promoting. In view of the relatively weak status of the research on the system of cultural relic login, through the observation of the practice of cultural relic login at home and abroad, this paper tries to clarify the concept and nature of the system of cultural relic login. Combined with the actual situation of the development of the cultural relic management in our country, this paper makes a retrospective analysis of the historical process of the entry system of the cultural relic in the course of the cultural relic work in China since the founding of the people's Republic of China. At the same time, by introducing the different practical organization methods of the cultural relic login system in the world, it is shown that, besides the basic cultural relic management system, the cultural relic login system is constructed according to the characteristics of the cultural relic resources of each country and the realistic needs of the cultural relic protection. The paper analyzes the construction of organizational management, standardization and standardization in the implementation of the first national movable cultural relic survey in China. The establishment of workflow and the construction of information management platform and database lay the foundation for the improvement and implementation of the registration system of movable cultural relics in the future. Through the analysis of the current situation of the construction of the movable cultural relic login system in our country, that is, from the working experience accumulated from the general survey practice of movable cultural relics to the transitional stage formed by the summary of the system, it is organized from the system. In the aspects of relevant laws and regulations, standardized working procedures and corresponding budget, the paper discusses how to construct the framework of system operation as a system of cultural relic management in construction. In the future in the daily operation of the formation of a sound working mechanism. Through the study of the three main roles of the system of entry of movable cultural relics to enhance the level of cultural relics management, to strengthen the ability of cultural relics protection and to promote the rational use of cultural relics, This paper expounds the importance of the sound implementation of the system of cultural relic registration for the healthy and scientific development of the cause of cultural heritage in China. The implementation of register system of movable cultural relic will set up a long-term system of cultural relic management at the national level for the first time, which will make the management of cultural relic in our country change from extensive to fine. At present, the construction of the entry system of cultural relic in our country is still in the transition stage. In order to implement the system of cultural relic login, we should further set up relevant laws and regulations, establish a coordinated and unified system organization system and perfect working standards and norms, so as to give full play to the multiple meanings of cultural heritage protection, management and utilization of the system of cultural relic login.
