美國(guó)資優(yōu)教育立法歷程及啟示

【摘要】:創(chuàng)新人才培養(yǎng)需要資優(yōu)教育的支持,資優(yōu)教育的深入發(fā)展則需要法律法規(guī)的促進(jìn)和保障。通過分析美國(guó)資優(yōu)教育立法的歷程,探究出立法的規(guī)律元素,以之與我國(guó)資優(yōu)教育現(xiàn)狀對(duì)比,發(fā)現(xiàn)要推進(jìn)我國(guó)資優(yōu)教育立法,應(yīng)創(chuàng)辦資優(yōu)教育學(xué)術(shù)期刊,學(xué)術(shù)研究應(yīng)當(dāng)向資優(yōu)教育成效評(píng)估聚焦,政府則應(yīng)弱化發(fā)展教育的結(jié)果導(dǎo)向思維并重新認(rèn)識(shí)資優(yōu)教育的對(duì)象。在條件具備后,將資優(yōu)教育寫入《義務(wù)教育法》最為可行。
[Abstract]:The cultivation of innovative talents needs the support of gifted education, and the further development of gifted education needs the promotion and protection of laws and regulations. Comparing with the current situation of gifted education in China, it is found that in order to promote the legislation of gifted education, academic journals should be established, and academic research should focus on the evaluation of the effectiveness of gifted education. On the other hand, the government should weaken the result-oriented thinking of developing education and re-understand the object of gifted education. After the conditions are available, it is most feasible to write the gifted education into the compulsory Education Law.
