【摘要】：對(duì)于中國(guó)而言,中歐關(guān)系是中國(guó)最重要的對(duì)外關(guān)系之一。中歐關(guān)系的穩(wěn)定健康發(fā)展對(duì)于維護(hù)世界的和平穩(wěn)定,對(duì)于深化中歐之間的合作共贏有重要意義。然而,中歐關(guān)系的發(fā)展并不總是一帆風(fēng)順,雙方在某些利益方面存在著分歧和摩擦:歐盟仍未解除對(duì)華武器禁售;不承認(rèn)中國(guó)的市場(chǎng)經(jīng)濟(jì)地位;頻繁利用歐盟那套民主人權(quán)標(biāo)準(zhǔn)來(lái)指責(zé)批評(píng)中國(guó)人權(quán)狀況;頻繁接見(jiàn)達(dá)賴?yán)��?插手中國(guó)西藏問(wèn)題;不斷干涉中國(guó)內(nèi)政等。這些都對(duì)雙方期待建立的全面戰(zhàn)略伙伴關(guān)系的進(jìn)一步發(fā)展產(chǎn)生障礙。盡管中歐雙方都認(rèn)識(shí)到發(fā)展雙邊關(guān)系的重要性,然而在這些價(jià)值理念認(rèn)知上的差距和歐盟在人權(quán)問(wèn)題上的屢次對(duì)華負(fù)面、消極舉動(dòng),在一定程度上影響了中歐互信水平的提升,阻礙了中歐關(guān)系向更深和更高層次發(fā)展。 正因?yàn)槿绱?筆者覺(jué)得不能僅用簡(jiǎn)單的一句話即雙邊存在文化政治體制上的認(rèn)知差距才導(dǎo)致雙邊在某些方面產(chǎn)生的摩擦和利益沖突來(lái)解釋中歐雙邊關(guān)系發(fā)展中面臨的挑戰(zhàn)。我們應(yīng)該追究深層次原因。本文試圖從在歐洲議會(huì)影響力僅次于傳統(tǒng)資產(chǎn)階級(jí)政黨和社會(huì)民主黨的第三大政黨綠黨身上著眼闡述綠黨對(duì)中歐關(guān)系的影響。內(nèi)容涉及綠黨的歷史概述;綠黨在歐洲的影響:綠黨在歐洲各國(guó)議會(huì)的影響以及在歐洲議會(huì)的地位和作用;綠黨對(duì)中歐關(guān)系的制約因素:民主問(wèn)題、人權(quán)問(wèn)題以及西藏問(wèn)題等等;綠黨與中歐合作:主要是德國(guó)綠黨推動(dòng)中德之間的環(huán)保節(jié)能方面的合作;以及綠黨之所以影響中歐關(guān)系發(fā)展的原因分析及其對(duì)我國(guó)的警示啟迪等等。希望本文能夠?yàn)橹袣W關(guān)系的發(fā)展提供一定程度的借鑒,從而為雙邊關(guān)系的發(fā)展進(jìn)一步掃清政治障礙,消除誤解,增進(jìn)互信,深化中歐之間的合作,發(fā)揮積極的促進(jìn)作用。
[Abstract]:For China, China-EU relations are one of China's most important foreign relations. The stable and healthy development of China-EU relations is of great significance for safeguarding world peace and stability and deepening the win-win cooperation between China and the EU. However, the development of China-EU relations has not always been smooth, and there are differences and frictions in certain interests between the two sides: the EU has not lifted the ban on arms sales to China; it does not recognize China's market economy status; We frequently use the European Union's set of democratic and human rights standards to criticize China's human rights situation; frequently meet the Dalai Lama and meddle in China's Tibet issue; and constantly interfere in China's internal affairs. These are obstacles to the further development of the comprehensive strategic partnership that both sides are looking forward to. Although both sides recognize the importance of developing bilateral relations, the gap in understanding these values and the EU's repeated negative and negative actions towards China on the issue of human rights have, to a certain extent, affected the enhancement of the level of mutual trust between China and Europe. This hinders the development of China-EU relations to a deeper and higher level. Because of this, I think we can not explain the challenges in the development of China-EU bilateral relations by simply saying that there is a cultural and political system cognitive gap between the two sides, which leads to frictions and conflicts of interest in some aspects of bilateral relations. We should investigate the underlying causes. This paper attempts to expound the influence of Green Party on China-EU relations from the perspective of the Greens, which is the third largest party in the European Parliament after the traditional bourgeois party and the Social Democratic Party. It covers an overview of the history of the Green Party; its influence in Europe: its influence in the parliaments of European countries and its position and role in the European Parliament; the constraints of the Green Party on China-EU relations: the issue of democracy, Human rights issues and Tibet issues, etc.; Cooperation between the Green Party and China and Europe: it is mainly the Green Party of Germany that promotes cooperation in environmental protection and energy conservation between China and Germany; And the reasons why the Greens influence the development of China-EU relations and its warning to China. It is hoped that this paper can provide a certain degree of reference for the development of China-EU relations, so as to further clear the political obstacles for the development of bilateral relations, eliminate misunderstandings, enhance mutual trust, deepen the cooperation between China and the EU, and play an active role in promoting the development of bilateral relations.
