【摘要】：“文化產業(yè)”這一概念是由“文化”和“產業(yè)”兩部分構成。顯然文化一般指的就是我國傳承下來的優(yōu)秀的部分,因為那些落后的文化即使能和產業(yè)結合形成文化產品,也不會得到市場和消費者的接受而被淘汰。產業(yè)通俗的來說就是經濟社會的物質生產部門。可見文化產業(yè)就是文化和經濟的緊密結合。文化產業(yè)是新興的朝陽產業(yè),是順應人們日益增長的精神需求而產生的。雖然文化產業(yè)在我國出現(xiàn)的時間和國外相比較晚,但是其發(fā)展速度著實驚人。但是我國各類市場的建立大部分仍處在一個過渡階段,文化產業(yè)的市場更是處于生長初期,這個問題便嚴重阻礙了文化產業(yè)在我國的發(fā)展狀況。如果我國的文化市場很完善,那么現(xiàn)在的文化產業(yè)的發(fā)展狀況會更好。針對這一問題,我國需要采取建立一套完整的法規(guī)等措施以促進文化市場的成熟,使得文化產業(yè)健康發(fā)展。文化與產業(yè)相結合賦予了文化產業(yè)兩種屬性,一種是屬于文化的精神屬性,一種是由產品決定的商品屬性。故文化產業(yè)既具有商品的價值和使用價值兩個基本特征,還具有文化的上層建筑特征。前兩個特征是所有商品的特征,決定了商品存在的本能就是獲得資本的增值,它能夠延長產業(yè)鏈的上下端,不斷可以擴大產品的市場,還可以為企業(yè)提供更高的經濟利潤,而且還帶動了我國與之相關的很多產業(yè),促進我國GDP的增長,經濟的快速發(fā)展,這就是文化產業(yè)所帶來的經濟效益。后一個特征是專屬于文化產品的,它決定了文化產品不但能夠創(chuàng)造經濟效益還能滿足人們對精神文化的需求,不僅豐富了我們的日常生活還把我國的優(yōu)秀文化進行傳承和發(fā)展,讓人們的生活更加穩(wěn)定幸福。為了使文化產業(yè)健康快速發(fā)展,我們必須深入了解其經濟效益和社會效益以及這兩者之間的關系,盡力實現(xiàn)它們的有機統(tǒng)一。但是在事物的發(fā)展過程中矛盾總是不斷的,在社會效益與經濟效益出現(xiàn)背離時,我們應從歷史教訓、國家性質等方面進行考慮,深入了解兩者之間的聯(lián)系。文化產業(yè)因為其具有雙重屬性這個特征,使得它與其他行業(yè)的效益評估不同,因為其社會效益的獨特性以及對我國文化產業(yè)現(xiàn)存狀況的考慮,我們應注重對社會效益的評估,在保證其社會效益的基礎上再對文化產業(yè)進行經濟效益評估。本文通過問卷調查法和專家排序法對文化產業(yè)的社會效益的評價指標進行探究形成體系,利用新增就業(yè)崗位、核心文化知名度、人文環(huán)境滿意度和文化繼承程度這四個指標進行文化產業(yè)社會效益評估標準體系的構建。這一體系的建立對我國在現(xiàn)階段社會政治經濟、文化科技等環(huán)境下評價文化產業(yè)的社會效益,具有較強的實際意義。
[Abstract]:The concept of "cultural industry" consists of two parts: "culture" and "industry." obviously, culture generally refers to the excellent part inherited from our country, because even those backward cultures can combine with industry to form cultural products. It will not be accepted by the market and consumers and will be eliminated. The industry, in general, is the material production department of the economic society. It can be seen that the cultural industry is a close combination of culture and economy. Cultural industry is a new sunrise industry. It was created to meet the growing spiritual needs of people. Although the cultural industry appeared relatively late in China and abroad, the speed of its development is really astonishing. However, most of the various markets in our country are still in a transitional stage. The market of cultural industry is in the early stage of growth. This problem seriously hinders the development of cultural industry in our country. If the cultural market of our country is very perfect, then the development of cultural industry will be better now. In view of this problem, China needs to take measures such as establishing a complete set of laws and regulations in order to promote the maturity of the cultural market and make the cultural industry develop healthily. The combination of culture and industry endows the cultural industry with two attributes, one of which belongs to the spiritual attribute of culture. One is the commodity attribute determined by the product. Therefore, the cultural industry has not only two basic characteristics of the value and use value of the commodity, but also the characteristics of the superstructure of the culture. The first two characteristics are the characteristics of all commodities. The instinct that determines the existence of a commodity is to gain the added value of capital. It can extend the upper and lower ends of the industrial chain, constantly expand the market for products, and provide higher economic profits for enterprises. Moreover, it has also led to many related industries in our country, promoting the growth of GDP and the rapid economic development of our country. This is the economic benefit brought by the cultural industry. The latter characteristic is exclusively cultural products. It determines that cultural products can not only create economic benefits but also meet people's needs for spiritual culture. It not only enriches our daily life but also inherits and develops our excellent culture. To make people's lives more stable and happy. In order for the cultural industry to develop healthily and rapidly, we must have an in-depth understanding of its economic and social benefits and the relationship between them. Try to achieve their organic unity. But in the process of development of things, contradictions are always constant. When there are deviations from social and economic benefits, we should consider the historical lessons, the nature of the country, and so on. Because of its dual nature, the cultural industry is different from the benefit evaluation of other industries because of its unique social benefits and its consideration of the existing situation of the cultural industry in China. We should focus on the assessment of social benefits, On the basis of ensuring its social benefits, the paper evaluates the economic benefits of cultural industry again. This paper, through questionnaire survey and expert ranking method, explores and forms a system for evaluating the social benefits of cultural industries, and makes use of the new jobs. The four indicators of core cultural popularity, humanistic environment satisfaction and cultural inheritance degree are used to construct the social benefit evaluation standard system of cultural industry. The establishment of this system is of great importance to the social and political economy of our country at the present stage. It is of great practical significance to evaluate the social benefits of cultural industry under the environment of cultural science and technology.
